Keep trying to turn it off. I dropped my iPhone in water and it did the same thing. Turned back on instantly, so I turned it off. A minute later it was back on again and playing music on its own. Turned itself on a few more times before it finally stayed off.

Waited a few days, turned it back on, it wasn't the same as before for the first week or two, but after that it was back to normal.

It was in my pocket and under water at least 2-3 seconds. The jesus phone nevar can loose
