98 32V V8 overheating

Got a 98 GT with the 32V cobra motor in it. Last week the car was getting a lil warm so I changed out the coolant and thermostat. Turn the car on a let it sit to burp the air out the system. It seemed to never fill with water as I was told it would eventually do, so I replaced the radiator. Now you can see a steady stream of water going across the bypass tube and it fills up the resivour OK. Get on the highway and 20 minutes later the car gets EXTREMMLY hot. Shut it down and let it cool then opened the bypass tube and its full of water. The car overheats on the highway with the ac and without it. Its getting way hotter than it was last week. Local shops are dumbfounded and have no clue. They say the water pumps good, the radiator is good, it holds pressure, and theres no CO2 in the coolant (bad head gasket sign). What else could it be. I got a new water pump and am going to tear down the engine to look for blockage of the water passages, but before I do all this I wanted to see if theres anything else that I might want to look at??? PLEASE HELP!!!!!!!

You have an air bubble in the system. You need to reburp it.
Use this method, taken directly from the Ford manual

ENGINE COOLANT REFILL PROCEDURE. Note: It is important to adhere to the following procedure. Failure to adhere to do so could result in damage to your engine. WARNING: Never remove the pressure cap when the engine is hot.
*
Remove coolant reservoir pressure cap.(plastic tank over the radiator)
*
Remove the engine coolant outlet tube fill plug on the engine.
*
Add a 50/50 mixture of recommended cooling system fluid and water to the coolant outlet tube fill neck until the reservoir is full. NOTE: Avoid spilling coolant on the front end accessory drive belt, as this will allow the belt to slip and become noisy.
*
Reinstall the pressure cap to the coolant reservoir.
*
Continue filling at the engine coolant tube fill neck slowly while allowing air to escape.(A small funnel helps here)
*
Reinstall the engine coolant tube fill plug when the system is full.
*
Select maximum heater temperature and fan speed settings. Position control to discharge air at A/C vents in intrument panel.
*
Start engine and allow to idle. While engine is idling, feel for hot air at A/C vents.(So Fan at HI, temp max hot, and selector on MAX A/C)
*
NOTE:IF AIR DISCHARGE REMAINS COOL AND ENGINE TEMERATURE GAUGE DOES NOT MOVE. SHUT ENGINE OFF IMMEDIATELY. This is an indication of low coolant level and/or air pockets in coolant system. Allow engine to cool and repeat the previous steps.
*
Allow to idle until normal operating temperature is reached. Hot air should discharge from A/C vents. The engine temperature gauge should maintain a stabilized reading in the middle of the "NORMAL" range and the LOWER radiator hose should feel hot to the touch.
*
Shut off the engine.
*
After the engine cools down, recheck the engine coolant level. Fill reservoir to the COLD-FULL level as required.
*
Check for leaks at the drain****, block plug and vent plug.
*
Recheck the engine coolant level, using the recommended procedure, after one or two occasions of vehicle use. Fill to the COLD-FULL level as required.

Yup, Burp it or issue with your temp sensor and the fan. My '99 had a totally gummed up temp sensor - couldn't get a good reading ever to activate the fan.

Make sure you car is level when you burp it, if not the air might stay traped.
