It's not stone is to pebbles is to sand is to river. It's 2 completely separate but similar comparisons, for example jelly is to peanut butter as ketchup is to french fries. They are both condiments to their respective food, but the 2 food items have nothing to do with each other. Only thing similar in this one is water. Rocks are found in rivers, pebbles are found in mud. Both rivers and mud have water.
